FIVE STOREY HOTEL FOR HENDERSON STREET

Fremantle’s Silverleaf Investments have applied for building approval for the former Henderson Street Police and Justice complex and Warders Cottages which they bought last year.

The plans will go before the City of Fremantle’s Planning Committee this coming Wednesday at 6pm.

The proposal is for a five-storey hotel, tavern, restaurant, shops and offices development.

The decision making authority is the WA Joined Development Assessment Panel-JDAP.

I was under the impression that the planning scheme only allows for four storey in that historically very significant precinct just a stone’s throw for the World Heritage listed Fremantle Prison, but the Officer’s Recommendation is for approval.

If the additional fifth storey is discretionary height is should be refused because the hotel building is bland and shows no connection to the heritage surroundings.

There are concerns in the report about the neighbouring Drillhall, which will be opened by Sunset Events as a full-time live music venue in November this year, so the recommendation is for 10mm thick glass in the hotel windows. Consultants for the Drillhall believe they glass should be even thicker to keep the concert noise out of the hotel rooms.

PARKING PERMITS FOR WARDERS COTTAGES RESIDENTS

Residents of the Warders Cottages in the Henderson Street mall got their application for special parking permits approved by Fremantle Council last night, but I am not sure they will be totally happy with it.

Council decided to approve one permit per residency at 50% of the prescribed parking rate in any of the City of Fremantle owned carparks, so about $ 1,600 per annum.

It does however not supply a reserved bay in a specific carpark and that means that especially on busy weekends the Henderson Street residents will have to take pot luck and hope to find a  car bay near their home, or they might have to park as far away from their home as the Italian Club or Roundhouse carparks.

Councillors and officers were very aware not to set a precedent for future high density buildings and the present Local Law states that residential parking permits do not apply for buildings with more than nine residential units.

PARKING CONCESSION FOR WARDERS COTTAGES?

Residents of the recently sold six Warders Cottages at 7-17 Henderson Street are requesting special reduced parking fees from the City of Fremantle at the under construction Stan Reilly car park.

The item is listed on the agenda of the FPOL Committee for this Wednesday.

The residents and State Heritage Office have previously requested free parking in the Henderson Street mall, which was rejected by Fremantle Council.

Long term parking at the new Stan Reilly car park will cost $ 3,248,50 per annum, but the Officer’s Recommendation is to grant the Henderson Street residents a fee of only $ 1091,50 per annum.

It is interesting that people buy property in the inner city which does not have off street parking, but then want Fremantle City to bail them out and give them free or substantially reduced parking fees near their property.

This of course sets a precedent for future apartment blocks in the CBD that might not offer off-street parking, and also for future residents of the still vacant cottages at Henderson Street.

One buys a property with one’s eyes wide open and is very aware that no parking is provided, so why then should the City walk away from parking fees and much needed income to accommodate those who knew very well that parking is going to be an issue for them.

BETTER COMMUNICATION ESSENTIAL FOR GOOD FREO DEVELOPMENT

The Planning Committee of Fremantle Council last night recommended for approval by JDAP the development of a boutique hotel, tavern and restaurant at the Henderson Street  historic Warders Cottages next to the Fremantle Markets.

The development is valued at $ 3.5 million and the application will be decided by the WA Joint Development Assessment Panel on December 16.

Fremantle Society President John Dowson said hotel accommodation was a good outcome for the cottages, but questioned the size of the tavern and heritage issues such as a two storey walkway at the back of the cottages, which is contrary to heritage policy.

Dowson was justifiably outraged when he spoke again later in the evening that none of the Councillors had mentioned heritage considerations when they deliberated the proposal.

It was good to see Councillor Hannah Fitzhardinge reaching out to the Fremantle Society president, as all Councillors and planning and heritage staff should be doing, because the Society has been very influential for over forty years in protecting Fremantle’s heritage.

Without the interference and protests of FS Fremantle would not have become the tourist attraction it now is, as many of our heritage buildings in the West End would have been demolished, and so would have Victoria Hall.

About eight years ago the Society published an nine-page flyer, which I wrote, in which it was recommended that developers and Council engage the Fremantle Society as early as possible when proposing new development, to avoid frustrating delays and negativity. No one ever took up that offer and it is time for Fremantle Council to revisit that and collaborate more and better with FS and other relevant community groups.

The chair of the new Westport task force was adamant a few weeks ago that only when all stakeholders are engaged and consulted a new outer harbour and all relevant infrastructure will get the best outcomes and community acceptance, and Fremantle City needs to move that way as well and reach out to community groups like FS, instead of dismissing them as NIMBY or negative old farts who are against change.

During the recent election Mayor Brad Pettitt and other elected members acknowledged that community consultation in Fremantle needed to be improved, and the administration is also working toward it, so Councillors need to meet regularly with the Fremantle Society and other groups, so we can work all together for a better and modern Fremantle.

The Planning Committee of Fremantle Council will on Wednesday decide if it will recommend for approval the development of the Warders Hotel of six heritage-listed  Warders Cottages in Henderson Street next to the Fremantle Markets.

The proposal is for six of the Warders Cottages to be adapted to 11 boutique hotel rooms, plus a two storey rear addition for stairs and lift to the upper level, plus a two storey 490 sqm addition for a bar and restaurant, storeroom and toilets.

The development runs from William Street to Market Lane along the Henderson Street Mall and backs up against the market.

The decision-making authority is the WA Joint Development Assessment Panel, so Fremantle Council can only recommend for the proposal to be supported or refused.

The Officer’s Recommendation to the Planning Committee is for approval of the development.

SIX STOREY PLANS FOR OLD FREMANTLE COURTHOUSE

Fremantle developers Silverleaf have submitted plans to the City of Fremantle for the development of the Henderson Street Police and Court complex and Warders Cottages.

The mixed-use plans include a six-storey (58 rooms) hotel, changing the former Courthouse into a bar and restaurant and the Warders Cottages and Police Station into assorted shop tenancies and commercial units.

Silverleaf’s proposals for the Manning Building also includes a tavern and micro-brewery and their plans for the Woolstores shopping centre site include a tavern as well, so I am not at all sure that Fremantle needs three new taverns in the CBD.

TINY FREMANTLE HOTEL PLANS

The City of Fremantle is already a leader in tiny houses development, but now there is an application at the City for what might become the smallest hotel in Australia.

East Fremantle Matthew Crawford Architects have applied for a development license for an eleven-room hotel in the heritage-listed Warders Cottages in the Henderson Street mall adjacent to the Fremantle Markets.

They would renovate the cottages and also build a dining and bar area between the cottages and the markets, plus on-side parking.

The application is for 19-29 Henderson Street, which runs from William Street to the market laneway. The laneway would become the main entrance to the hotel.

The development decision will be made by the WA Development Assessment Panel, not by Fremantle Council.

You can see the plans on the City of Fremantle website. Submissions for or against the proposal need to be in by November 10.

FREO HISTORY FOR SALE

The historic Warders Cottages next to the Fremantle Markets in the Henderson Street Mall still have not been sold and the Heritage Council hopes these six will be sold to one owner.

The Police and Court precinct, including the cottages next to it were sold to Freo developers Silverleaf.

The cottages that have been sold so far fetched on average $ 600,000.00  each.

They are very tiny and definitely not suitable for a small bar as the steps to the first floor are very steep and the rooms claustrophobically small.

I wonder though if the new security gate is really the best solution at these heritage buildings and if not something more suitable and sympathetic to the old style could have been installed. Pretty bad taste!

FREO CITY PAYS DOCKERS $ 1.5 MILLION FOR OVAL

The City of Fremantle will pay the Fremantle Dockers $ 1,5 million over three years for the football club’s administration building and for them to relinquish the lease over Fremantle Oval.

This is a very good outcome for Fremantle as the Dockers initially wanted over $ 9 million and up till two weeks ago a sum of $ 4 million was still on the cards.

It means the City can now continue with its Fremantle Oval development plans and also temporarily move staff there while the new Civic Centre is built at Kings Square.

The development of the precinct south of Kings Square is a very important one, so interesting to hear that Fremantle developers Silverleaf, who bought the former  Court and Police complex at Henderson Street, have also acquired all the Warders Cottages east of William Street, so expect a development there in a few years time.
