FINALLY ZEBRA CROSSINGS ON MARINE TERRACE

Two well-overdue pedestrian zebra crossings have finally been installed at Marine Terrace near the corners of Essex Street and Collie Street. It will make life a lot easier for pedestrians to get from the CBD to the Fishing Boat Harbour, so well done City of Fremantle.

There are no pedestrian crossing signs yet and the additional lighting required by Mainroads is still not done but I am sure that will happen in due course.

SOUTH FREMANTLE ROAD ‘IMPROVEMENTS’ NO ONE WANTED

Traffic ‘improvements’ no one wanted have started in South Fremantle at the Hampton Road and Scott Street intersection. Right-hand turns are now permanently disallowed there.

The right-turn ban out of the shopping centre car park at Scott Street remains and that is also nonsensical because it means all cars going north need to exit at Lloyd Street where most of the issues are, but the exit there will somehow be improved as part of this expensive and useless exercise by the City of Fremantle.

Improving the crosswalk for students and parents of the Beaconsfield Primary School and local users was the aim of the extensive community consultation, but a handful of Councillors decided they knew better than the locals, their own staff and Mainroads experts and decided to do it their way.

I use the intersection several times a day on foot and in the car, so I am very familiar with the issues.

What a shame their is no higher authority to go to to get this stupidity overruled.

This and other matters will be discussed tomorrow, Tuesday April 23 at the South Fremantle Precinct meeting at The Local from 6.30pm.

SOUTH FREO CARPARK PRIORITY OVER PEDESTRIAN CROSSING

The FPOL Committee of Fremantle Council will on Wednesday evening debate minor changes to the Lloyd Street/Hampton Road intersection and the exit from the Peaches/IGA shopping centre car park.

Council in its incredible wisdom decided last year that these pretty irrelevant adjustments were more important than a safe pedestrian and school crossing on Hampton Road between Lloyd and Scott streets.

Councillors decides that they knew much better what is needed and ignored the advise of traffic experts, City staff, and the community survey of local people, who actually use these roads and the school pedestrian crossing daily, as I do.

Now the City wants to spend a lot of money on minor changes which will make very little difference because the awkwardness of the car park exit will remain, no matter what they do, because it is too close to Hampton Road and that can’t be changed.

The frustration there is sometimes and mostly the incompetence of drivers who block two lanes when they turn left out of the Lloyd Street car park exit to either turn north or south onto Hampton Road. Making the two lanes more legible will not make an iota of a difference to those motorists who can’t turn a corner properly and hold up traffic.

So instead of spending some $ 300,000 of State Government money on getting a proper pedestrian crossing on Hampton Road and re-opening the Scott Street intersection the City will be wasting all that money on basically nothing at Lloyd Street. Yes Minister!

BEACY PRIMARY KIDS GET SAFER CROSSING

It has been a long road with many community consultations, but it looks as if the City of Fremantle will finally make a decision this Wednesday of moving the pedestrian crossing on Hampton Road near the Scott Street intersection 50 metres south to make it safer, especially for kids who attend the Beaconsfield Primary School.

An important decision will also be the re-opening of the Scott Street intersection, so that motorists coming from the south can turn right into Scott St and don’t have to do the dog leg via Jennings and Maxwell streets.

The State Government is paying for it through a $ 200,000 grant under the Local Projects, Local Jobs Program.

The item is before the Finance, Policy and Legislation Committee on Wednesday.

OFFICER’S RECOMMENDATION

Council approve Project 11664 to improve safety for pedestrians crossing Hampton Road near the Scott Street intersection, in accordance with Option 1 of the community consultation, as shown on concept plan – drawing number 005-CP-17-001-D, in Attachment 1 of this report, to:

1. Move the guarded school pedestrian crossing approximately 50 meters south of its current location and create a new guarded school pedestrian crossing, complete with median island refuge and also pedestrian crossing lights that will flash at peak, before and after school crossing times.

2. Remove the existing guarded school pedestrian crossing.

3. Move the existing northbound bus stop approximately 20m north of its existing location, to provide a safe distance from the guarded school pedestrian crossing.

4. Reinstate access for vehicles turning right into Scott Street through the removal of the trial median installed in March 2017.

5. Trial the use of a riley kerb system to deter vehicular lane changes on the approach to the guarded school pedestrian crossing as shown in Attachment 1.

MAKING CROSSING SAFER FOR BEACY SCHOOL KIDS

The community information session about safer pedestrian crossing-especially for Beacy Primary school students- at Hampton Road near the Scott Street intersection raised more questions for me than it provided answers.

It is good to see City of Fremantle staff together with Main Roads experts willing to answer questions from community members and parents, and it was also good to see the Member for Fremantle Simone McGurk there and South Ward Councillor Jon Strachan.

But my first question is why did the City only do a trial for option 1 and closed off the right turns into Scott Street, when the initial thinking was that the pedestrian crossing would be safer if moved 40-50 metres south from the intersection?

Now they prefer to go ahead with the moving of the pedestrian crossing south, but still want to keep the restriction of turning right into Scott Street. Why not do a trial and move the pedestrian crossing and re-open Scott Street and test what happens, before doing both?

I also did not at all get the point the Main Road engineer made that a push button pedestrian crossing light was less safe for children than lollypop attendants, because supposedly motorists might not be able to stop in time for the red light in wet weather while the kids are already on the road. Surely the same danger applies with lollypop people in attendance, and for everyone on the road really.

I was also flabbergasted to hear that Maxwell Street, which now gets a lot more traffic since the no go right turn into Scott Street, does not get the flashing 40kmh school hours lights because it is not within the school zone. Hale Road runs east along the school and Maxwell Street west along the Beaconsfield Primary School, so why do Hale Road and Scott Street have such flashing school zone hour lights but Maxwell Street is not considered to be in the same school safety zone? Sorry, but that is Yes Minister kind of nonsense.

TWO FREO COMMUNITY INFO SESSIONS TODAY!

 

A reminder that there are two community informations sessions in Fremantle later today.

From 5.30-6pm you can look at the latest plans for the Woolstores shopping centre redevelopment at the City of Fremantle at Fremantle Oval.

And from 6pm at the Beaconsfield Primary School City staff will explain the options for traffic calming and pedestrian crossing at Scott Street and Hampton Road in South Fremantle.

NO PEDESTRIAN CROSSING LIGHTS FOR BEACY PRIMARY KIDS

The City of Fremantle is keen to do the right thing for the South Fremantle community, which has been demanding safer pedestrian crossing at Hampton Road for children and parents going to the Beaconsfield Primary School, but there won’t be pedestrian lights installed.

Main Roads has indicated to City officers that it won’t support that because of the low number of pedestrians crossing at the Scott Street intersection. On average only 83 pedestrians crossed in the mornings and 53 in the afternoons, while the Main Roads criteria is for at least 350 pedestrians crossings daily to support traffic lights.

So now another community consultation is under way with affected residents receiving letters in the mail from CoF.

Option 1 is to replace the pedestrian crossing bollards with flashing lights and to adjust the kerbing on the median island that was installed last year to allow vehicles to enter and exit properties on Hampton Road from the right. It still means no right turn into Scott Street when coming from the south on Hampton Road and that has increased traffic in Maxwell Street a lot.

Option 2 is replacing the bollards with flashing pedestrian crossing lights before and after school crossing times and improve the pedestrian refuge by widening the median island at Scott Street.

The preferred community option of moving the pedestrian crossing 50 metres south closer to Lloyd Street, preferred by 65% appears to have been abandoned, so neither options will please the community I assume.

HAMPTON ROAD PEDESTRIAN SAFETY

Fremantle Council sent the pedestrian crossing safety issues at the intersection of Hampton Road and Scott Street back to the drawing board after complaints by members of the community and businesses.

A new median strip had been installed so that traffic heading south along Hampton Road could no longer turn right into Scott Street to the shopping centre, while traffic from Scott Street east could only turn left and south.

This was done to make pedestrian crossing for the students and parents of the Beaconsfield Primary School safer.

As someone who lives there the issues are that traffic coming from the south now needs to turn right into Jenkin Street and then along Maxwell Street to head further east to the school and Hale and Livingston Street. That has significantly increased traffic in that dog leg, and there is no 40kmh school zone in Maxwell Street, but there is in Scott and Hale streets.

One of the problems along Hampton Road is motorists speeding and overtaking in the bus lane, and exiting Scott Street always has been dicey because one can hardly see around the corner.

Pedestrian traffic lights are probably the best solution, but Mainroads will no doubt be reluctant to install them along a major road.

SOUTH FREO SCOTT STREET TRAFFIC SAFETY

The controversial changes to the Hampton Road/Scott Street intersection in South Fremantle will come before Fremantle Council this Wednesday.

Community consultation with local residents and businesses conducted by Freo City concluded that:

  • Most people (65%) said they preferred the option proposing to move the school crossing 50 metres south of its current location, reinstate access for vehicles turning right into Scott Street from Hampton Road and move the bus stop a few metres north (Option 1).
  • The most common reasons for preferring option 1 were less congestion at the intersection of Hampton and Lloyd Streets, eliminating dangerous traffic conditions and inconvenience for motorists experienced since the temporary median installed in March 2107, and addresses increased traffic in neighbouring streets, also experienced since the introduction of the trial.
  • 15% of people said they would prefer to formalise the temporary traffic treatment at the Hampton Road and Scott Street intersection (Option 2). Most people who preferred Option 2 felt it was safer for pedestrians because it has stopped cars using the bus lane.
  • 20% of people didn’t support either option. The most common suggestion was to install traffic lights with a signalised pedestrian crossing at the intersection.
