ORD STREET MADE SAFER FOR CYCLISTS

The City of Fremantle has installed a series of traffic islands to separate cyclists from cars and trucks along Ord Street, between High Street and Knutsford Street, in the southbound lane.

It is one of the planned upgrades in Fremantle to encourage more people to take up cycling, and making roads safer for cyclists will help to achieve that.

The northbound cycle lane was widened through relocating the traffic lights at High Street slightly. The pedestrian crossing points at Knutsford Street have also been improved by increasing the size of the refuge islands.

LOWER SPEED LIMIT FOR FREO CBD

Fremantle Council will ask the Commissioner for Main Roads to approve the lowering of the speed limit in the inner city, west of Parry Street, from 40 km/h to 30 km/h.

The Cappuccino Strip already has a speed limit of 30 km/h but the port city Councillors believe that cyclists and pedestrians would benefit from lowering the speed limit in that area of the CBD.

The desired 40 km/h zone from South Street to Douro Road along South Terrace in South Fremantle is also waiting for Main Roads approval.

GO SLOW IN FREMANTLE INNER CITY

Fremantle Council is considering to lower the speed in the CBD from 40km/h to 30km/h, west of Parry Street, to better accommodate all road users.

Conflicts between motorists and cyclists are common, and pedestrians are often ignored when trying to cross the road. Council wants to try to better manage those conflicts in the pursuit of better places and lifestyles.

  1. Reiterate the benefits of balanced transport planning and management as outlined in the City’s Integrated Transport Strategy, including:
  2. a. A more functional and sustainable movement network. 
  3. b. More amenable neighbourhoods and streets.
    c. More successful activity centres and places.
    d. Improved public health outcomes.
  4. e. Greater opportunities for social equity and connection.
  5. Support the introduction of a reduced speedlimit for the City’s central business district (CBD) to improve all road users’ safety and provide a long term platform for the sustainable growth and prosperity of Fremantle as a key activity centre.
  6. Progress a formal application to MainRoads WesternAustralia to approve a 30km/h zone in the City’s CBD.

I support that in general because most of the inner city roads are not suited to drive much faster anyway, but there might be issues at Phillimore and Beach streets and Elder Place, where many motorists ignore the 40km/h already.

HIGHWAY TO CAR FREE HEAVEN

 

 

Fremantle Mayor Brad Pettitt writes on his blog that the Highway to Hell event, where the entire Canning Highway was closed off to traffic from 4pm to late at night on Sunday, shows what potential there would be for place making if Perth was not such a car dependent city.

It was indeed fantastic to see thousands of people walking and cycling along Canning Highway, and I fondly remember the car free Sundays we had in Germany during the global oil crisis, where Autobahns became cycle ways and events were organised. Yes, those good old days, hey!

Closing parts of the city is always going to be a challenge and will receive criticism and praise, as it will inconvenience those who live and work there, and it requires a lot of, not very forthcoming, flexibility from the Public Transport Authority.

There are still Fremantle people who would like to see the High Street mall reopened to  traffic, and presumably also let cars run through the centre of Kings Square at the High Street reserve.

We had car free trials on the Cappuccino Strip on Sundays, but according to the City of Fremantle traders in the CBD did not support that. The trials were in my opinion not that good though, as they did not engage in real place making, and instead created a huge alfresco area for the traders on the strip, and the ugliness of far too much pine used, to make those alfresco spaces.

The Highway to Hell was a great creative, big thinking, idea that worked really well, but there are plenty of people who complain about it. A world where we all agree is as utopian as a car free world.

NOT ALL CYCLISTS WANT THE SAME

Fremantle Council wants Freo to become more bicycle friendly and discourage the use of cars, but when planning new cycle lanes it is important to realise that not all cyclists have the same needs and that city planners need to differentiate, as the Netherlands have been doing for centuries.

Coming out of Chalkys cafe on High Street this morning I noticed these two colourful ladies riding their bikes, so had to take a photo of course as it is so very Freo.

The lady in the back is helping to organise the East Fremantle Primary School Fair that will be held this Saturday afternoon October 26. Go and support them!

TRAFFIC CALMING NOT ONLY IN FREMANTLE

I noticed this photo on the internet and wanted to share it with those in our community who believe that the road painting and traffic calming along South Terrace and Wray Avenue are just a mad brain snap by a left loony fringe Fremantle Council.

This road art is in Memphis in the USA.

There is also still the road art in Mouat Street that was painted for the first Fremantle Biennale. That stretch of road should be converted into a shared road with lower speed limit and a more pedestrian friendly environment for Notre Dame University students.

I wished we had more colour in our cities, also on large developments.

SOUTH FREMANTLE TRAFFIC CALMING CONTROVERSY

The first stage of traffic calming along South Terrace in South Fremantle is now completed near the intersection of Little Lefroy Road.

Footpaths have been widened, new trees planted, new benches installed, and four of the hated speedhumps have been removed.

But there is already criticism on the South Fremantle Precinct Facebook page with people complaining about the power lines still being above ground, alleged shoddy workmanship, and that traffic would now divert onto other roads and become a nuisance there.

All these issues were addressed during the lengthy and thorough community consultation process, and we should acknowledge that the whole process started at the request of local residents who wanted a safer environment for pedestrian and cyclists, and who complained that entering South Terrace from side streets was a hazard.

Most councils require local property owners to pay a substantial percentage of putting power under ground, and that was not supported at the community consultation sessions.

It is common knowledge that impatient motorists will always try to find alternative routes when they feel that traffic calming slows them down too much, but South Terrace was considered more of a residential area that warranted traffic calming and slower speeds than Hampton Road and Marine Terrace.

PRETTY PICTURE JUST PART OF THE STORY

While the large rainwater puddle on the pedestrian and bicycle path below Fremantle’s Arthur’s Head creates this great reflection every time it rains, it is not very convenient for the very many people who travel along the path between Victoria Quay and the Fishing Boat Harbour.

The path is very popular with cyclists from South Fremantle and Coogee on their way to the railway station in the mornings, and is frequented by many hundreds of tourists daily.

The big storm with predicted six-metre high waves has not eventuated so far, so it was probably premature to suspend the Rottnest Island ferry services for the day.
