DOWN DOWN SPEEDHUMPS ARE DOWN

A little relief for all those who complained about the new speedhumps in Fremantle.

Ten humps were removed from South Terrace, four from Ord Street and two from Wray Avenue, so it is a bit more comfy to drive along those streets.

Speedhumps are unfortunately a necessary evil, as too many motorists ignore road rules and show little consideration for cyclists and pedestrians.

If motorists behaved more maturely and responsibly we might one day live in a world without the ugly traffic calming devices.

FREMANTLE CITY TO ADJUST SPEEDHUMPS

Although the recently installed speedhumps in Fremantle were installed after extensive community consultation and City of Fremantle liaison with the WA Mainroads Department, some adjustments will be made after members of the community objected to the number of traffic calming devices and the height of some.

Fremantle Mayor Brad Pettitt just announced the adjustments that will be made immediately:

Ord Street, Fremantle

At Ord Street the intention of the traffic calming was to improve pedestrian safety at crossing points for the Arts Centre patrons and High School students and also to deter container trucks and heavy vehicles to the Fremantle Port using Hampton Road as a short-cut.

After receiving community feedback, the  City has reassessed the installation and has arranged for the angle of the speed humps to be softened and also two of the central sets of speed humps (not directly associated with the pedestrian crossings) to be removed.

Wray Avenue, Fremantle

At Wray Avenue, the idea was to slow traffic as this was a major cycle route and the original design included treatment at five locations. Unfortunately while this was reduced following community consultation the original design was installed in error. As a result two of the speed humps will now be removed but there will be enough to keep speeds down we believe.

South Terrace, South Fremantle

South Terrace has been subject to traffic, road and streetscape improvement discussions for some time, with local residents and business owners keen to see progress in the area.

The City has commenced a program of works to start improving the road environment. The current batch of speed bumps were installed as SHORT TERM TREATMENT to calm traffic and assist in the creation of a target 40km/hr speed environment. This initial phase is in preparation for a series of permanent raised pedestrian platforms at key intersections along South Terrace.

The first of these platforms is being planned for installation at the intersection of Little Lefroy & South Terrace within this financial year. As you may be aware this was a key point where the community wanted to see traffic slowed and crossing made safer.

The City accepts there now are too many speed bumps along South Tce and some aren’t at a key nodes as envisaged. So in response to community feedback will reduce the number of these temporary speed bumps from 15 locations to 10 locations. The removal of speed humps at five locations has been planned to try and ensure the intent of the traffic calming and slowing along South Tce remains.

Officers will also address the effectiveness of the treatments by adjusting the width of coverage to reduce the incidence of motorists swerving to avoid the speed humps.

 

TRAFFIC CALMING IS COMMUNITY WISH

Social media is an interesting indication on how well informed or ill-informed the community is, what they believe in, what they are passionate about, and how some people just want to use social media to release anger and negativity.

The recently installed speedhumps in Fremantle are getting a lot of feedback on Facebook, with some people saying they don’t slow down traffic, while others claim they create traffic jams.

People ask why speedhumps instead of lowering the speed limit, but local government can only do that if Mainroads agree to do so, and they did not in these instances.

My own observation, and that is not an opinion, is that vehicles are considerably slowing down in Ord and Ellen streets and Wray Avenue and South Terrace, from doing around 50kph to only 30kph.

I know that my old car will complain and the shockies cry out when I go over a speedhump too fast.

There are also those who believe speedhumps are a unique Fremantle thing and show that Freo Council are lunatics, but speedhumps are used all over Australia and the world to calm traffic and they need to be approved by the WA Mainroads Department.

Traffic calming is mostly implemented after complaints about traffic from local residents and businesses, so Fremantle Council is accommodating those who are affected most by it.

SOUTH FREMANTLE TRAFFIC CALMING

Speedhumps are being installed this week along South Terrace between South Street and Douro Road in South Fremantle.

This is part of the traffic calming measures the City of Fremantle is creating at request of local residents and businesses, who believe South Terrace is dangerous for cyclists and pedestrians.

The traffic slowing will also delight residents of side streets off South Terrace as it is often a nightmare to try to turn into that street because of fast-approaching vehicles, lack of clear views, and the high volume of traffic, especially during peak hours.

The City undertook extensive community consultation with South Freo residents and businesses, so let’s hope this will improve the conditions.

CHALLENGER TAFE WAY FINDING SIGN

Good to see Fremantle’s Challenger TAFE doing something for tourism by adding directions to the Maritime Museum and Roundhouse.

Not on Sunset Events to block off the back of J Shed during concerts and end the journey toward Victoria Quay for cyclists and pedestrians who come from the south. No reason to do it as it does not interfere with your concert operation, so keep the thoroughfare free from industrial rubbish.

SHOW COMMON SENSE ON THE ROADS OVER EASTER

There is a long weekend coming up again and no doubt more people will die on Western Australia’s roads, and no doubt politicians will blame police and police the government.

Since I arrived in WA in 1984 I have been aware that very many drivers here are not very good and not very considerate and that far too many have no sense of awareness and anticipation. They would not last half an hour on a German Autobahn.

The problem on our roads is not with the police or government or lack of signage, but with inconsiderate motorists who drink and drive, exceed the speed limits and basically don’t care a bit about other road users. They sit in their little castles on wheels, like kings who care little about those peasants who share the roads with them and are just a nuisance that stop them driving from A to B very fast and in the most reckless way.

When did WA allow people to drive cars without knowing the road rules? When did using indicators go out of fashion and when were speed limits just something that made you go faster instead of slowing down?

I drive my car every day and have near misses at least twice a week with people who ignore road rules. They speed through roundabouts and orange and red traffic lights, they ignore stop signs and have no idea how to merge, or they do but don’t care because it is more important to get one car space ahead in the traffic jam.

On Fremantle social media people complain how unfair it is that they have received speeding fines and lament the 50kmh limit is not signed and that it is all about revenue raising. It should not have to be signed because the road rules are clear, so learn the rules or get off the road and out of your car, because not knowing the rules makes you a danger on our roads and you’ll kill other people!

I know many people who drink and drive at least once a week and who believe there is nothing wrong with it, and I witness the aggression on the road daily with people yelling and screaming in outrage with pumping fists because someone sticks to the speed limit.

In WA it is a sport to make sure one gets ahead of the car in front when lanes merge, and no one gives a XXXX about giving way to pedestrians when they round a corner with their car.

The photo-mad egotistic selfie society turns into a selfish society when people get into their car. It’s all about me and I don’t care if that endangers other motorists, cyclists, bike riders or pedestrians

Why are we in such a mad hurry, why do we need to communicate every second of the day and can’t wait to read text messages till we have reached the end of our road trip? Why do we take unacceptable risks and don’t think about the consequences. What is wrong with us?!

It’s double demerit points, so use your brain and common sense and show some consideration on the roads this Easter weekend!

THURSDAY SOUTH FREMANTLE ELECTION FORUM

There is a community election forum for South Fremantle Ward on Thursday the 24th at 7 pm at the LOCAL Hotel, formerly Seaview, where people will be able to get to know the South Ward candidates a little bit better.

The City of Fremantle is in the process of wanting to do traffic calming and shared street along South Terrace near the Douro Road roundabout, and Councillor Rachel Pemberton suggested in the Herald to ban trucks from driving along Hampton Road, so what do the candidates think about that?

South Terrace is congested at rush hour during late afternoons with traffic banking from Hampton Road all the way down Douro Road and South Terrace as far at Little Lefroy Street. Traffic calming and reduced speed could make that worse, and trucks not allowed on Hampton Road will have to find other routes from south to north and vice versa and will start using South Terrace and Marine Parade instead.

Marine Parade also gets substantial traffic during rush hours, so South Fremantle needs to be looked at in more detail because shifting the problem from one street to the next one is not a solution.

South Fremantle has changed into a really nice community hub with local cafes, burger and sausage bars, a bicycle hire and buying shop, the upgraded South Beach Hotel, the huge East West shop and great mural painting, etc. so one needs to treat carefully here  and not make changes that will become detrimental for the local community.

It will be a hard task to get the balance right as traffic will have to go somewhere, delivery trucks have to get there, but there should also be safe pedestrian crossing, better cyclist safety, etc. Who wants to be a Councillor?

SAFER FREO BIKE TRAVEL WITH ARMADILLOS

The City of Fremantle, as the first local council in Western Australia, has started to instal Armadillos to make bicycle travel safer in the city. The Armadillos are made out of recycled material and discourage motorists from driving too far too the left and intrude into the bike paths. The devices have a similar impact as those on country roads that warn drivers through noise and movement that they are too close to the edge, or heaven forbid fell asleep.

From my own observations in Freo far too many drivers drive on or over the left white line and would wipe out cyclists if they happen to be on the road, so the Armadillos are a very welcome sign and the name sounds like a yummy drink.

At present only a small section of Parry Road at Fremantle Oval has got the Armadillos, but I believe they have far more impact than just the green painted bicycle lanes, so hopefully we will see many more in Freo soon, and less accidents as a result of them.

IS IT SAFER TO HAVE BIKES ON FOOTPATHS?

The announcement that WA Transport Minister Dean Nalder is considering changing the road rules so that cyclists of all ages can use the footpaths will no doubt be talked about for as long as we have talked about roads being unsafe for cyclists and many motorists being inconsiderate morons.

What are the pros and cons of these changes, especially the no speed limit one? While life might become safer for cyclists it will become more dangerous for pedestrians because no matter what speed bikes are going at they will be faster than pedestrians, so that must be a worry. Will cyclists be allowed to use the footpaths on both sides of the roads in both directions, which would create a bit more chaos, or should they use the left footpaths only in the direction of traffic?

It makes sense not to limit speed as it would create even more work for police to try to monitor that with speed cameras on footpaths, but it is naive to believe all cyclists will behave responsibly and not endanger pedestrians when riding too fast on the footpaths.

But it will be a relief for motorists driving along the Fremantle Cappuccino Strip and other tight spots around the city to not have to sit behind a cyclist doing only 15 kilometres per hour.

No one expects that those weekend licra-clad road ‘terrorists’ who speed in large pelotons to early morning coffee will start using footpaths, but at the same time we should not be so naive as to belief that common sense will prevail and that it will be a good self regulator. If it were we would have far less traffic accidents on our roads.

Is the future of walking now going to be pedestrians with little mirrors attached to their heads so they can detect speeding cyclists coming from behind on footpaths? Time will tell, but Minister Dean Nalder has not done many things right in his short career in Parliament, so I am not convinced he will get this one right.

FREO NEEDS TO GET REAL ABOUT ROAD SHARING

With all the hype at Fremantle Council about traffic calming, road sharing and making the city more cyclist and pedestrian friendly, it is quite remarkable that there is still no shared/naked road in the entire city, unless one counts the 50 metres of Market Street behind Gino’s as one. Riding a bicycle in the High Street Mall is a big no-no.

Professor Peter Newman, of the Curtin University of Sustainable Policy, lauded his friend Fremantle Mayor Brad Pettitt on ABC radio last week for having doubled twice in two years funding for cycling, but what is the City of Fremantle doing with it?

A perfect share street project would be Adelaide Street west from Queens Street and following that through into William Street to Henderson Street, but it appears nothing will happen there unless Kings Square is being developed. We are waiting in high anticipation to see if Sirona Capital will actually start the project there this year or if there will be further delays. Why a shared road can’t be implemented along the Town Hall anyway is something I don’t understand. Waiting for Godot and a Kings Square development that might not happen for a long time-if at all-is not good city planning.

The Cappuccino Strip could become another good share road if one-way traffic was introduced there and busses and trucks banned, so pedestrians, cyclists and cars could equally share that street.

If High Street west was anywhere in Europe it would be a wonderful example of shared space with cobblestones, alfresco coming out further and a narrow all share street winding through it, making a real feature out of Freo’s most gorgeous heritage street.

Spin and hoohaa and painting pictures of bikes on green parts of some roads won’t do and real action and real road sharing should become a priority in Fremantle this year, anything less will be seen as hubris.
